About the role

Established in 1964, the African Development Bank (AfDB) is the premier pan-African development institution, promoting economic growth and social progress across the continent. With 81 member states, including 54 Regional Member Countries, the Bank delivers financial and technical support for transformative projects and is guided by its Ten-Year Strategy (2024-2033). The Independent Development Evaluation (IDEV) function reports to the Board of Directors and is mandated to conduct independent evaluations of AfDB's policies, strategies, programmes, and operations, providing evidence-based assessments to improve development effectiveness and drive strategic learning. IDEV comprises three divisions: IDEV.1 (energy, industrialisation, integration); IDEV.2 (agriculture, food security, quality of life); and IDEV.3 (knowledge management, dissemination, and evaluation-capacity development). The Senior Evaluation Officer contributes to the delivery of complex evaluations, co-leads moderately complex ones, and provides evaluation expertise to junior colleagues.

Key responsibilities

Design and conduct evaluations in accordance with the Bank's Evaluation Policy and international standards (OECD-DAC Evaluation Standards; ECG Good Practice Standards)

Develop theory of change, evaluation design, analytical frameworks, and data collection tools; identify and address methodological limitations

Carry out data collection and analysis across economic, social, and statistical dimensions

Co-author evaluation reports that are evidence-based, balanced, and timely; develop recommendations for the Board and senior management

Manage evaluation project budgets, timelines, and quality-management processes, including internal and external peer review

Supervise staff and consultants and manage multidisciplinary evaluation teams

Consult widely with Bank management, staff, and external stakeholders throughout evaluation processes

Promote evaluation as an accountability and learning tool within the Bank and in Regional Member Countries; deliver evaluation training

Prepare communication outputs (briefs, highlights, tip sheets) targeted to different audiences including policymakers and the Board

Engage in evaluation communities of practice and build strategic partnerships with international institutions

Key requirements

Master's degree in economics, sociology, statistics, public administration, or a development-related field

Minimum 5 years of experience formulating, implementing, and evaluating development interventions in accordance with international evaluation standards

Experience in development planning, management, and evaluation in multilateral development banks or international development agencies

Experience writing evaluation and/or research reports and providing strategic advice to management

Knowledge of evaluation theories, approaches, designs, and quantitative and qualitative methods

Knowledge of OECD-DAC Evaluation Standards and ECG Good Practice Standards

Knowledge of African development theories and issues

Ability to manage projects and multidisciplinary teams under tight deadlines

Effective communication in English or French; proficiency in both desirable

Nice to have

Degree or certificate in development evaluation, development-oriented research, or programme/project management

Facilitation experience in multi-cultural or multi-sector settings

Competence in qualitative analysis software (e.g., Atlas.ti), AI tools, or GIS/remote sensing data
