About the role
The Director, Treasury & Markets (Resource Mobilisation) leads the Resource Mobilisation Department within Afreximbank's Treasury & Markets division, reporting to the Group Treasurer. The role involves shaping the Bank's funding strategy, executing funding plans across debt and loan capital markets, and managing a diverse team to secure broad market access and deep liquidity. Afreximbank (African Export-Import Bank) is a pan-African multilateral trade finance institution headquartered in Cairo, Egypt, whose mission is to expand Africa's share of global trade through financing and promoting intra- and extra-African commerce.
Key responsibilities
Formulate and execute a resource mobilisation strategy enabling robust market access in debt and loan capital markets, aligned with the Bank's Strategic Plan
Develop and monitor fundraising strategies with yearly Africa-sourced funding targets; engage central banks, institutional investors, and corporates across Africa and the Caribbean
Devise and implement strategies for raising international market funds through public debt issuances, private placements, and wholesale deposits
Negotiate pricing for all funding transactions and advise on ECA and DFI pricing recommendations
Develop and execute securitisation programmes including synthetic and collateralised loan obligations
Develop a sustainable liabilities financing framework and raise funds for Green, Social, and Climate Finance projects
Manage Assets-Liabilities Management (ALM) governance and ALCO coordination
Oversee daily treasury operational risk identification, assessment, documentation, and reporting
Oversee Treasury Management System (TMS) activities related to resource mobilisation
Establish talent resource planning and succession planning frameworks for the Resource Mobilisation Department
Key requirements
First degree in accounting, financial management, economics, or a related discipline, plus a postgraduate qualification
Minimum 12 years of experience in treasury and/or finance functions
Minimum 5 years of experience leading teams in corporate or financial services settings
Demonstrated expertise in debt and loan capital markets, funding strategy, and resource mobilisation
Experience with securitisation structures and sustainable finance instruments
Nice to have
Professional certifications: MCT, AMCT, CTP, ACI, ACCA, CIMA, or CFA
